Board-level employee representation in Belgium: What are the prospects?

Co-organised by the European Trade Union Institute (ETUI) and Minerva Think Tank

In Belgium, there is (virtually) no system of board-level employee representation in for-profit companies. Nevertheless, the debate on industrial democracy has experienced a timid resurgence in Belgium, driven by various academic and political developments. At the academic level, publications by ETUI, Minerva, Isabelle Ferreras, and Stan De Spiegelaere have attracted some attention to the topic. On the political level, a current proposal by Les Engagés is being discussed in the Belgian Federal Parliament, and its sister party, CD&V, has recently expressed support for a system of employee representation in corporate boards in Belgium. This is happening while the risks for worker representation on corporate boards in EU member states are being examined in the context of the European Commission’s proposal for a 28th Corporate Law Regime (‘EU Inc.’) made public earlier this year.

Aim of the event: to examine board-level employee representation as a policy option, with a focus on the Belgian case, promoting an exchange of information and an open discussion about the desirability and feasibility of such a system in Belgium, from a trade union perspective. 

Who should attend? Trade unionists, worker representatives, activists, policy-makers, researchers, students and anyone with an interest in democracy at work in Belgium.

Reimagining the future of work – towards a right to shape AI

In this one-day high-level conference, we explore the right to shape AI as key to the future of work in a democratic society. Hosted by Oxford’s Institute for Ethics in AI and the Bonavero Institute for Human Rights, the conference will bring together policy makers, academics, business leaders and employee representatives to explore concrete proposals to embed and renew human agency at work. Discussion will focus on the results of a recently released report on Democracy at Work commissioned by the Government of Spain led by Professor Isabelle Ferreras and on the ERC-funded iManage project led by Professor Jeremias Adams-Prassl. 

Keynote speakers will include Yolanda Diaz, Vice-Prime Minister of Spain and Minister of Labour, who will set out her government’s agenda in support of worker voice and ownership, and economics Nobel laureate Professor Daron Acemoglu, who is championing pro-worker AI. This will be followed by interactive sessions bringing together senior academics, policy makers and stakeholders from different jurisdictions around the world, anchored in concrete regulatory proposals and real-life use cases, collaborating to reimagine a future of work characterised by a right to shape AI.

Comment démocratiser le travail ?

Alors que l’extrême-droite semble poursuivre sa marche inexorable vers le pouvoir, divers travaux scientifiques récents montrent que sa progression chez les salariés s’explique en grande partie par l’effritement de leur autonomie, leur isolement, le sentiment de ne pas être écoutés : bref, un manque de démocratie au travail.

Pourtant les travailleurs et travailleuses aspirent profondément à pouvoir peser dans les décisions qui les concernent au quotidien. Le Manifeste pour une démocratie du travail, publié ce 17 avril par les Ateliers Travail et Démocratie, souhaite rendre visibles et promouvoir les initiatives d’enquêtes, de luttes et d’alternatives qui se fondent sur la puissance du travail vivant et rompent ainsi avec la résignation. Ce Manifeste propose des mesures qui rejoignent ou complètent celles déjà avancées dans le cadre du projet et de l’ouvrage «Travailler Mieux», coordonnés par Christine Erhel et Bruno Palier, et dans le rapport «Deux promesses à celles et ceux qui travaillent : voix et propriété«, coordonné par Isabelle Ferreras à la demande du gouvernement espagnol.

La conférence vise à présenter ces propositions de façon succincte, puis de les mettre en débat avec des responsables politiques.

Eradicating Poverty Beyond Growth: A Global Roadmap for a New Economy

In July 2024, the Special Rapporteur presented his report Eradicating poverty beyond growth (A/HRC/56/61) to the Human Rights Council, calling for a decisive shift away from growth-dependent development strategies and towards a human rights economy that places the well-being of people and the planet at the centre of economic transformation.

The report set out the why (why such a shift is needed) and the what (what such a shift entails). Building on that foundation, the Roadmap for Eradicating Poverty Beyond Growth now provides the how: a comprehensive set of concrete measures to operationalise this shift. Its recommendations are structured around five pillars – economic systems transformation; labour market policies and the care economy; universal social protection and essential services; climate, environment and resource management; and trade, finance, debt and global solidarity – underpinned by a transversal focus on governance and participatory democracy. These proposals are currently being translated into a multi-level toolbox of short-, medium- and long-term actions tailored to global, regional, national and local contexts.

The Roadmap aims to support international efforts towards reducing inequalities and ending poverty within planetary boundaries. It will be instrumental in shaping discussions leading up to the adoption of the next generation of Sustainable Development Goals (SDGs) at the SDG Summit in September 2027, ensuring a development trajectory for the full realisation of human rights that decentres GDP as the leading measure of progress.

The Roadmap is being co-constructed with a broad alliance of UN agencies, Member States, civil society organisations, trade unions, grassroots movements, and academic experts, who have been collaborating since 2024 to agree on proposals intended to achieve social progress and improve well-being without relying on perpetual economic growth.

The Roadmap will be presented in Geneva on 22 April 2026 at a public conference Eradicating Poverty Beyond Growth: A Global Roadmap for a New Economy, and included as part of the UN Special Rapporteur’s report to the Human Rights Council in summer 2026. It is hosted online by New Economies for Eradicating Poverty Beyond Growth (NEEP), an initiative led by the Special Rapporteur to advance alternative development pathways that can end poverty and inequalities on a liveable planet.

The recommendations laid out in the Report on Democracy at Work prepared for the Spanish government have been integrated into the Special Rapporteur’s Global Roadmap.

L’Université de printemps sur la démocratie en entreprise aura lieu les 9 et 10 avril 2026 à l’Université de Lille, à l’occasion du lancement officiel de la Chaire 3D&C. Chercheur·ses et acteur·rices de la société civile y débattront de l’avenir du système productif et de la démocratie à l’heure de la fin de l’ère néolibérale.

Cette rencontre s’inscrit dans la dynamique ouverte par le rapport du Comité international d’experts et expertes de haut niveau sur la démocratie au travail, commandé par la Vice-Première ministre et ministre du Travail du gouvernement espagnol, Yolanda Díaz, et dirigé par Isabelle Ferreras avec le soutien de la Chaire 3D&C. Ce rapport propose de repenser les liens entre démocratie et organisation du travail, et ouvre un débat sur le rôle des entreprises dans la vitalité démocratique.

Journée de l’Agora DODES

Isabelle Ferreras interviendra en ligne depuis Boston pour introduire le Rapport au public de scientifiques et de praticiennes et pratiicienss qui, en France, font avancer les enjeux de la démocratie dans l’entreprise.

La 3ᵉ édition des Assises de la Démocratie en Organisations se tiendra le 5 février 2026 à Paris. C’est une journée de réflexion, d’échanges et de co-production collective dédiée à l’ambition d’« outiller la démocratie » au sein des organisations et des lieux de travail. Porté par un laboratoire d’idées réunissant praticien·ne·s et chercheur·se·s engagé·e·s dans la transformation démocratique des organisations, l’événement fédère communautés académiques, mouvements syndicaux, acteurs politiques et professionnel·le·s souhaitant approfondir et concrétiser des pratiques de démocratie économique et sociale. Parmi les intervenant·e·s attendu·e·s figurent Barbara Stiegler (philosophe), Isabelle Ferreras (membre du core group #DW), Christophe Pébarthe (historien), Charles Fournier (député) et Chloé Latour (avocate et metteuse en scène), renforçant les liens entre réflexions politiques, sociologiques et culturelles sur la démocratie au travail. Join the Harvard Trade Union Program to hear from Minister Yolanda Díaz Pérez, Second Deputy Prime Minister and Minister of Labor and Social Economy of the Government of Spain and Isabelle Ferreras, Chair of the International Commission of High-Level Experts on Workplace Democracy on the proposed pathway for the Spanish Government to advance democracy at work.

The annual John T. Dunlop Memorial Forum honors a distinguished contributor in the field of industrial relations and labor and is hosted by the Harvard Trade Union Program housed at the Center for Labor and a Just Economy.
