Informe da comisión
Este Informe organízase arredor das tres misións asignadas á Comisión Internacional de Expertas e Expertos de Alto Nivel sobre a Democracia no Traballo.
A primeira misión consiste en avaliar o estado actual da democracia no traballo en España, á luz do compromiso histórico consagrado no artigo 129.2 da Constitución. Isto implica, na Parte I.A, un estudo da evolución histórica deste artigo e unha contextualización da situación española no marco europeo máis amplo. Na Parte I.B, artéllase un conxunto de coñecementos que demostra que a democracia no traballo pode servir como resposta eficaz aos principais desafíos aos que se enfronta a humanidade hoxe en día, como a desigualdade económica extrema, a sobreexplotación dos recursos naturais e a priorización da competencia fronte á cooperación, etc.
A segunda misión, abordada na Parte II.A, consiste en trazar unha traxectoria para a transición da economía española cara á democracia no traballo. O obxectivo é definir unha folla de ruta clara para que as empresas avancen cara á democratización.
A terceira misión, que se aborda na Parte II.B, consiste en identificar instrumentos concretos de política pública, como impostos, subsidios, novos instrumentos financeiros e lexislación sobre os dereitos das traballadoras e dos traballadores, e elaborar propostas normativas que fomenten un debate público produtivo e conecten estas iniciativas co ámbito da Unión Europea. Esta misión tamén implica identificar os obstáculos institucionais e desenvolver os mecanismos necesarios para fomentar unha cultura de prácticas democráticas efectivas no lugar de traballo.
A estrutura deste Informe segue a evolución destas tres misións. Presenta evidencia obxectiva e argumentos económicos e políticos sólidos para demostrar a necesidade imperiosa da intervención pública para fomentar a democratización do traballo, especialmente á luz das dinámicas sociais e de mercado imperantes que limitan a consecución de resultados equitativos e sostibles.

Mandato da Comisión
O día 21 de febreiro de 2025 en Madrid, composta por 13 expertas e expertos de España e de todo o mundo, a Comisión Internacional de Expertas e Expertos de Alto Nivel sobre a Democracia no Traballo foi creada polo Goberno español cunha misión clara: implementar o artigo 129.2 da Constitución.
Os poderes públicos promoverán con eficacia as diversas formas de participación na empresa e fomentarán mediante unha lexislación axeitada as sociedades cooperativas. Tamén establecerán os medios que faciliten o acceso dos traballadores á propiedade dos medios de produción. (Artigo 129.2 da Constitución)
Para cumprir a súa misión, a Comisión necesitaba identificar as ferramentas necesarias para desenvolver unha estratexia concreta de democratización do traballo, un esforzo destinado a fortalecer a calidade democrática, reducir a desigualdade e preparar ás sociedades para afrontar os retos do noso tempo.
En consecuencia, a Comisión trazou un camiño cara a unha auténtica democracia económica, describindo formas de democratizar as empresas e reunindo o coñecemento e os instrumentos necesarios non só para España, senón tamén para outros gobernos europeos interesados en reimaxinar o futuro do traballo.

Audiencias da Comisión
A Comisión Internacional de Expertas e Expertos de Alto Nivel sobre a Democracia no Traballo levou a cabo un proceso de audiencias que combinou a experiencia global coas perspectivas nacionais. Entre decembro de 2024 e setembro de 2025, a Comisión celebrou quince reunións virtuais con académicos e profesionais de renome internacional, incluíndo destacados economistas, sociólogos, especialistas en dereito laboral, expertos en gobernanza cooperativa e representantes de importantes institucións de investigación. Estas sesións proporcionaron información avanzada sobre a democracia no lugar de traballo, os dereitos laborais, o cambio tecnolóxico e as condicións económicas que configuran a participación dos empregados nas empresas. Para complementar esta base de evidencia, a Comisión tamén levou a cabo tres días de audiencias presenciais no Ministerio de Traballo español, do 3 ao 5 de xuño de 2025. Durante estas reunións, colaborou con asociacións empresariais, sindicatos, organizacións da economía social, grupos da sociedade civil e destacados especialistas no mercado laboral.
En conxunto, estes intercambios ofreceron unha comprensión integral dos factores legais, económicos e organizativos que inflúen na democratización do lugar de traballo e fundamentaron a análise do Comité tanto na investigación internacional como nas realidades vividas do panorama institucional e produtivo de España.

Board-level employee representation in Belgium: What are the prospects?
Co-organised by the European Trade Union Institute (ETUI) and Minerva Think Tank
In Belgium, there is (virtually) no system of board-level employee representation in for-profit companies. Nevertheless, the debate on industrial democracy has experienced a timid resurgence in Belgium, driven by various academic and political developments. At the academic level, publications by ETUI, Minerva, Isabelle Ferreras, and Stan De Spiegelaere have attracted some attention to the topic. On the political level, a current proposal by Les Engagés is being discussed in the Belgian Federal Parliament, and its sister party, CD&V, has recently expressed support for a system of employee representation in corporate boards in Belgium. This is happening while the risks for worker representation on corporate boards in EU member states are being examined in the context of the European Commission’s proposal for a 28th Corporate Law Regime (‘EU Inc.’) made public earlier this year.
Aim of the event: to examine board-level employee representation as a policy option, with a focus on the Belgian case, promoting an exchange of information and an open discussion about the desirability and feasibility of such a system in Belgium, from a trade union perspective.
Who should attend? Trade unionists, worker representatives, activists, policy-makers, researchers, students and anyone with an interest in democracy at work in Belgium.

Reimagining the future of work – towards a right to shape AI

In this one-day high-level conference, we explore the right to shape AI as key to the future of work in a democratic society. Hosted by Oxford’s Institute for Ethics in AI and the Bonavero Institute for Human Rights, the conference will bring together policy makers, academics, business leaders and employee representatives to explore concrete proposals to embed and renew human agency at work. Discussion will focus on the results of a recently released report on Democracy at Work commissioned by the Government of Spain led by Professor Isabelle Ferreras and on the ERC-funded iManage project led by Professor Jeremias Adams-Prassl.
Keynote speakers will include Yolanda Diaz, Vice-Prime Minister of Spain and Minister of Labour, who will set out her government’s agenda in support of worker voice and ownership, and economics Nobel laureate Professor Daron Acemoglu, who is championing pro-worker AI. This will be followed by interactive sessions bringing together senior academics, policy makers and stakeholders from different jurisdictions around the world, anchored in concrete regulatory proposals and real-life use cases, collaborating to reimagine a future of work characterised by a right to shape AI.
